The SPCA endorses the lifting the ban while implementing a comprehensive framework for responsible cat ownership. This includes microchipping and registration as crucial components to enhance cat management and welfare. The SPCA believes that officially acknowledging the presence of cats is vital for establishing a proper regulatory structure.

The SPCA also calls for additional measures, such as mandatory sterilisation and meshing of windows and gates, to be included in the framework. These additional provisions will ensure the overall well-being of cats, prevent potential overpopulation, address concerns raised by neighbors, as well as prevent cats from falling from heights.
