Justice for Ulu Tiram DogThe Problem Was Never Just About One Dog

Today, HOPE founder Aunty Jiajia personally attended the Justice for Ulu Tiram Dog press conference alongside PPHM, over 40 animal welfare organisations and advocates nationwide, including Execute AWA.

And we need to say this clearly:

Even if the contractor is charged,
even if someone is convicted
will that truly solve the stray animal crisis?

If the system never changes,
another tragedy will happen again.

The issue was never just about one worker,
one contractor,
or one stray dog.

The real problem lies within the system, the policies, and the way stray animal management has failed for decades.

Year after year,
huge amounts of taxpayers money are spent catching stray dogs repeatedly.

But from our grandparents generation until today,
have stray dogs disappeared?

No.

This is not solving the problem.
It is simply making the problem disappear from sight.

For 18 years, HOPE has stood on the frontlines.
And we have witnessed the same tragedy repeating over and over again.

What is most disappointing is this:
the authorities still refuse to address the root cause,
and refuse to work hand-in-hand with NGOs who have been doing the real frontline work for years.

Why not invest in humane, effective and long-term solutions?

TNR (Trap-Neuter-Return) is not new.
Many countries have already proven that it works.

Look at Trkiye.
Look closer at Penangs MBPP.

Since 2018, MBPP has actively implemented TNR programmes.
Just yesterday, the Mayor announced plans for a dedicated shelter in Penang Island capable of housing up to 2,000 aggressive stray dogs under proper management and care.

That is what real progress looks like.

Sadly, Malaysia still operates without a unified direction.

Federal policies,
state-level execution,
local councils outsourcing to contractors
and when tragedy happens,
the lowest-ranking worker becomes the sole person blamed.

Contractors cut ties.
Councils push responsibility upwards.
States blame federal policies.

And in the end,
those who created the broken system are never held accountable.

HOPE has fought for 18 years.
Yet the streets are still filled with stray animals.

Not because NGOs failed
but because the policies never evolved.

We are speaking up today not to create conflict,
but because silence will only allow history to repeat itself.

Stray animal issues cannot continue to be managed with outdated methods.

It is time for change.

Pengasas HOPE, Aunty Jiajia, hari ini hadir sendiri ke sidang media Justice for Ulu Tiram Dog bersama PPHM, lebih 40 organisasi kebajikan haiwan dari seluruh negara serta Execute AWA.

Dan kami ingin tegaskan dengan jelas:

Walaupun kontraktor didakwa,
walaupun ada yang dijatuhkan hukuman
adakah itu benar-benar menyelesaikan masalah haiwan jalanan?

Jika sistem tidak berubah,
tragedi yang sama akan terus berulang.

Masalah ini bukan sekadar tentang seorang pekerja,
sebuah syarikat kontraktor,
atau seekor anjing jalanan.

Masalah sebenar ialah sistem, dasar dan cara pengurusan haiwan jalanan yang sudah lama gagal.

Setiap tahun,
wang rakyat dibelanjakan untuk operasi tangkap anjing berulang kali.

Tetapi sejak zaman datuk nenek kita sehingga hari ini,
adakah jumlah anjing jalanan benar-benar berkurang?

Tidak.

Ini bukan penyelesaian.
Ini hanyalah menghilangkan masalah dari pandangan.

Selama 18 tahun, HOPE berada di barisan hadapan.
Kami telah menyaksikan tragedi yang sama berulang kali.

Apa yang paling mengecewakan ialah
pihak berkuasa masih enggan menangani punca sebenar,
dan enggan bekerjasama dengan NGO yang telah lama bekerja di lapangan.

Mengapa tidak menggunakan sumber kepada kaedah yang lebih berperikemanusiaan, berkesan dan mampan?

TNR (Tangkap-Neuter-Lepas) bukan perkara baharu.
Banyak negara telah membuktikan keberkesanannya.

Lihat juga MBPP di Pulau Pinang.

Sejak 2018, MBPP telah melaksanakan program TNR secara aktif.
Malah semalam, Datuk Bandar MBPP turut mengumumkan pembinaan pusat perlindungan khas yang mampu menempatkan 2,000 ekor anjing jalanan agresif untuk diurus dan dijaga dengan lebih baik.

Itulah arah penyelesaian sebenar.

Malangnya, Malaysia masih bergerak tanpa satu hala tuju yang jelas.

Kerajaan Persekutuan buat dasar,
kerajaan negeri laksanakan,
majlis bandaraya serah kepada kontraktor
dan apabila tragedi berlaku,
pekerja bawahan menjadi pihak yang dipersalahkan sepenuhnya.

Kontraktor lepas tangan.
Majlis bandaraya salahkan kerajaan negeri.
Kerajaan negeri pula salahkan dasar persekutuan.

Akhirnya,
mereka yang mencipta sistem rosak ini tidak pernah dipertanggungjawabkan.

HOPE telah berjuang selama 18 tahun,
namun haiwan jalanan masih memenuhi jalanan.

Bukan kerana NGO tidak berusaha,
tetapi kerana dasar masih tidak berubah.

Kami bersuara hari ini bukan untuk mencetuskan konflik,
tetapi kerana jika terus berdiam diri,
tragedi ini akan terus berulang.

Masalah haiwan jalanan tidak boleh lagi ditangani dengan cara lama.

Sudah tiba masanya untuk berubah.
